The Spider-Soldiers were originally intended to be an army of spider-enhanced supersoldiers created by injecting Spider-Man's DNA into normal humans. Norman Osborn wanted to build an army of spider-soldiers to sell to the highest military bidder, but he abandoned the idea after being cured from being the Green Goblin. However, Norman's former associate on the project, Doctor Octopus, completed the plan by creating his own version of spider-soldiers, which were "an amalgam of Venom-like drones combined with Osborn's armor technology". Doctor Octopus deserted the project after Spider-Man and the Iron Patriot (Norman's heroic alter ego) defeated them.
